Considerations for stay of foreign citizens in the Russian Federation

General requirements

Foreign citizens temporarily staying and residing on the territory of the Russian Federation are obliged to comply with the rules of entry and residence of foreign citizens in the Russian Federation.

Foreign citizens must comply with the norms of the legislation of the Russian Federation, as well as laws and regulations of the Republic of Bashkortostan and local normative acts of the university.

It is prohibited to commit acts or statements that infringe on the rights and legitimate interests of Russian citizens, as well as citizens of other states on the basis of race, sex, religion, social status and any other characteristics.

Foreign citizens who committed crimes, administrative or other offenses on the territory of the Russian Federation, are liable on general grounds with Russian citizens.

A foreign applicant shall bear the costs of travel to the place of study and at home, for the acquisition of medical insurance in the Russian Federation. Medical insurance policy must be purchased annually.

Arrival in the Russian Federation       

Foreign citizens who came to study at the FSBEI HE BSMU MOH Russia are obliged to hand over the following documents to the dean's office for international students on the day of arrival (with the exception of holidays and weekends) (Teatralnaya str., 2a, office 1):

- 2 good quality copies of the passport and visa;

- the original and a copy of the migration card containing the details of crossing of the Russian border for initial migration registration and to notify about the arrival of the foreign citizen to the place of stay.

Safe-keeping and integrity of documents

Foreign citizens are obliged to monitor the validity of their international passports and visas (if any) and treat and save all documents on the basis of which they are located on the territory of the Russian Federation and are studying at the university, carefully.

Foreign citizens are obliged to extend or replace their passports, 6 months before the expiry of the validity and submit them to the dean's office for international students (Teatralnaya str., block 2a, office No. 1).

Extension of the validity of visas

At least 2 months before the expiration of the visa, students are required to report to the dean's office for international students (Teatralnaya str., block 2a, office No. 1) with the following documents:

-         a paid receipt for the state duty fee (hyperlink to the document);

-         4 photos of size 3х4;

-         2 copies of the passport and 1 copy of the visa valid at the time of filing the documents.

The extension of the period of stay in the territory of the Russian Federation is carried out simultaneously with the registration of a multiple entry visa for the period of study, but not more than one year.

Departure from the place of permanent residence (during the study period)

Before leaving for other cities of Russia, as well as outside the Russian Federation, a foreign citizen must inform the dean's office for international students about the place, purpose and time of stay. After returning to the place of study in Ufa, a foreign citizen is obliged to notify the dean's office for international students (Teatralnaya str., block 2a, office No. 1) about her return within one day, excluding weekends and holidays.

In case of changing the place of residence, a foreign citizen must inform the dean's office for international students (Teatralnaya str., block 2a, office No. 1) within 1 working day and submit copies of the passport, visa (if any), valid registration and migration card and the contract of education, having issued a new notice.

Loss of documents

In case of loss of documents (passport, migration card), a foreign citizen must immediately report to the nearest police station at the place of loss or on noticing the missing of documents for obtaining a certificate of the incident and report this to the dean's office for international students (Teatralnaya str., block 2a, office No. 1).

Completion of training in BSMU

After graduation or expulsion from the university, foreign citizens are obliged to leave the Russian Federation within the specified period of time (6 days). For departure outside the Russian Federation after graduation, foreign citizens must have an international passport, migration card and transit visa.

On expulsion from the university, foreign citizens should approach the dean's office for international students to collect documents for processing a transit visa.

For violation of the order of stay of foreign citizens

on the territory of the Russian Federation, the following can be applied to them: fine, administrative deportation, deportation

in accordance with the current legislation of the Russian Federation

Right to work

Foreign citizens studying in the Russian Federation in educational institutions of professional education have the right to work without a work permit only in their free time from studies as a training and support staff in the educational institutions in which they study. In other cases, a foreign citizen has the right to work only if he has a work permit.

The order of stay in the Russian Federation depends on the state of citizenship, with which a visa or visa-free entry regime is established.

Issuance of invitations 

For issuing an invitation to a foreign citizen, a copy of the passport, whose validity is not less than 18 months, must be provided. Documents must be submitted at least 45 days before the proposed entry into the Russian Federation. After receiving the invitation form, the foreign citizen applies to the consular department of the Russian embassy in his country to apply for a visa. After receiving a one-time visa, it is necessary to notify the dean's office about the date of arrival in the Russian Federation in Ufa

Extension of a visa 

To extend the visa, a foreign citizen is obliged to submit following documents to the dean's office for international students, 45 days before the expiration of the visa:

·       copy of the passport;

·       copy of migration card;

·       copy of the registration containing the address of the place of stay;

·       copies of all visas;

·       photos of size 3x4 cm - 3 pieces;

·       copy of the certificate of absence of HIV infection (validity of the certificate is 3 months);

·       copy of the agreement (contract) of education at the University;

·       a receipt for payment of the state duty fee for issuing a visa in the amount of 1600 rubles.

·       a copy of the medical insurance policy

 

Visa recovery in case of loss / damage to the passport

A foreign citizen must immediately report the dean's office for international students:

 ·       if a foreign citizen who has a valid visa during his stay in the Russian Federation has issued a new passport in the diplomatic mission or consular office of the state of his nationality, and the former passport has been canceled.

·       if the passport or visa of a foreign citizen has mechanical damages that lead to the impossibility of further use, or loss (theft).

 For visa recovery, the following documents are required:

·       copy of the passport;

·       copy of migration card;

·       copy of the registration containing the address of the place of stay;

·       copies of all visas;

·       photos of size 3x4 cm - 3 pieces;

·       copy of the certificate of absence of HIV infection (validity of the certificate is 3 months);

·       copy of the agreement (contract) of education at the University;

·       a receipt for payment of the state duty fee for issuing a visa in the amount of 1600 rubles

 

Transit (exit) visas

 

Transit (exit) visas are issued upon expulsion from the university.

For issuing a transit visa, the following documents are required:

·         copy of the passport;

·         copy of migration card;

·         copy of the registration containing the address of the place of stay;

·         copy of the valid visa;

·         photos of size 3x4 cm - 3 pieces;

·         a receipt for payment of the state duty fee for issuing a visa in the amount of 1000 rubles.

·         copy of the ticket to the country of permanent residence.

Migration and registration

Foreign citizens arriving in the Russian Federation on a visa for study at the University must, within 3 days from the date of entry, submit following to the dean's office for international students:

  • passport and it’s copy;
  • valid visa and it’s copy;
  • migration card and it’s copy;

· registration, if a foreign citizen arrived from another place of residence.

 

To prolong migration registration, students must notify the Dean's office 10 days before the end of their stay.
