The Department of State Policy in the Field of Higher Education of the Ministry of Education and Science of Russia informs organizations carrying out educational activities (hereinafter referred to as organizations) that Federal Law of December 28, 2024 No. 557-FL "On Amendments to Articles 21 and 70 of the Federal Law" On Education in the Russian Federation " (hereinafter referred to as the Federal Law) limits the right of foreign citizens to pass entrance tests conducted by organizations independently (hereinafter referred to as the internal entrance tests).
Foreign citizens are granted the right of admission to study based on the results of internal entrance examinations only if they do not have the results of the unified state exam (hereinafter referred to as the Unified State Exam).
Thus, a foreign citizen is not entitled to take internal entrance examinations in general education subjects for which he has results of the Unified State Exam obtained no earlier than 4 years before the year of admission to study (that is, if a foreign citizen passed the USE in these subjects in the year of admission to study and (or) for 4 years before the year of admission to training).
At the same time, a foreign citizen has the right to take internal entrance examinations in those general education subjects for which he does not have USE results.
This norm is established by Federal Law and has direct effect, in connection with which it will be valid when applying for study in the 2025/26 academic year.
