The department was founded in December 2007, minutes of the meeting of the Academic Council of BSMU No. 11 dated 12/25/2007.

In 2013, the department was headed by associate professor, R.Ya. Nagaev.

Nagaev R.Ya. – Excellent Healthcare Worker of the Republic of Belarus, Honored Doctor of the Republic of Belarus, winner of the Republican contests "Best Doctor of the Year" in 2007 and 2013 in the nomination "Best head of a medical institution".

From November 2007 to October 2019, Nagaev R.Ya. was the chief physician of the GBUZ RB RKB named after G.G. Kuvatov.

Since October 2019, he has been the chief physician of the State Medical Institution of the Republic of Belarus GKB No. 21 Ufa.

Nagaev R.Ya. - Deputy of the 4th, 5th and 6th convocations of the State Assembly – Kurultai of the Republic of Bashkortostan.

Currently , the department carries out:

- professional retraining and advanced training (including under the NMO programs) of doctors in the specialty "Health organization and public health",

- professional retraining and advanced training (including NMO programs) of graduates of faculties of higher nursing education in the specialty "Nursing management",

- training of residents in the specialty "Health organization and public health",

- training of residents of clinical specialties on the cycle "Public health and healthcare",

- training of undergraduates in the areas of training 32.04.01 Public health, 06.04.01 Biology, 33.04.01 Industrial pharmacy,

- training of scientific and pedagogical personnel for postgraduate studies in the specialty 14.02.03 Public health and healthcare.

The department annually makes adjustments to the plan of course activities, depending on the available requests for professional development of specialists.

In 2020, the magistracy was licensed in the direction of 32.04.01 Public health, the direction of Management of a medical organization. In 2023, this program passed the state accreditation procedure.

HISTORY OF THE DEPARTMENT

The department was founded in December 2007, minutes of the meeting of the Academic Council of BSMU No. 11 dated 12/25/2007.

Conducting advanced training courses for health care organizers was started at the Bashkir State Medical Institute named after the XV Anniversary of the Komsomol in 1972 at the Department of Social Hygiene and Health Organization. These courses were conducted with the active assistance of the head of the department, Associate Professor M.S. Safin.

In 1976, at the Department of Social Hygiene and Health Organization, a course on advanced training of heads of healthcare institutions of Bashkortostan was officially opened.

Associate Professor M.S. Safin becomes the first head of the advanced training course for heads of healthcare institutions in Bashkortostan.

Since that period, the department has been establishing close contact with practical healthcare, becoming a coordinating link for the organization of joint activities of the departments of the Institute with healthcare institutions. Since 1980, the training of the reserve of managers for healthcare institutions through clinical residency and postgraduate studies has begun.

The educational base of the department became medical and preventive institutions of the republic, which made it possible to increase the effectiveness of postgraduate training of a specialist.

Since 1987, under the leadership of the head of the Department of Social Hygiene and Health Organization, Associate Professor L.V. Golubev, the training of the health care organizers of the republic was conducted in new management methods, modern forms of labor organization, resource planning and financing of health care.

Since 1996, the certification commission for the certification of health care organizers has been working at the department.

In 1997, Professor I.M. Kharisova became the head of the Department of Public Health and Health Organization of BSMU.

During this period, an independent course of health and public health organization is officially organized at the Institute of Postgraduate Education of BSMU.

The course has been headed by Professor N.H. Sharafutdinova since 2000. The main traditions of personnel training were continued at the department, the department's activities are aimed at close cooperation with practical healthcare, contacts have been established with the departments of healthcare organization of Kazan Medical University, Orenburg Medical Academy, Chelyabinsk Medical Academy and other medical universities.

At various times, such prominent health care organizers as M.S. Safin, L.V. Golubev, V.Z. Gumarov, M.H. Kamalov, A.H. Turyanov, T.M. Salakhov, S.V. Shagarova, I.M. Kharisova worked on the postgraduate education course.

Since August 2007, Professor F.B. Shamigulov has become the head of the IDPO course of the Department of Public Health and Healthcare Organization of BSMU. The main focus of the course is on the economic foundations of healthcare, the specifics of financing in modern conditions.

The increased demand for the training of healthcare management specialists, the allocation of healthcare and personnel training to one of the priority national projects in the country was one of the main factors in the creation of an independent department for healthcare organizers.

In December 2007, the Department of Public Health and Health Organization was organized at the Institute of Postgraduate Education of BSMU, headed by Professor F.B. Shamigulov.

F.B. Shamigulov in the period 2003-2006 worked as the Minister of Health of the Republic of Belarus, was Chairman of the Board of the Republican Fund of Compulsory Medical Insurance, Chairman of the Republican Commission for the coordination of tariffs for medical services in the system of compulsory medical insurance, editor-in-chief of the journal "Healthcare of Bashkortostan".

Since 2006, he has been deputy editor-in-chief of the journal "Medical Bulletin of Bashkortostan". Since 2010, F.B.Shamigulov has been the head of the GKB No. 3 of Ufa.

From 2007 to 2013, the department expanded the range of professional development cycles, began to conduct cycles using distance learning methods, teleconferences. Seminars have been organized for specialists with non-medical education working in the healthcare system (economists, accountants, lawyers, HR specialists).

In 2013, the department was headed by R.Ya. Nagaev.

R.Ya. Nagaev worked as chief physician of the Sibai Children's Hospital, director of the Sibai branch of the Republican Compulsory Medical Insurance Fund, chief physician of the Sibai Central City Hospital".

Nagaev R.Ya. - Deputy of the 4th, 5th and 6th convocations of the State Assembly-Kurultai of the Republic of Bashkortostan in a single-mandate constituency from the Bashkortostan regional branch of the United Russia Party. Member of the Committee on Health, Social Policy and Veterans Affairs of the State Assembly–Kurultai of the Republic of Bashkortostan. He was awarded a certificate of honor from the Ministry of Health and Social Development of the Russian Federation. Honored Health Worker of the Russian Federation. Honored Doctor of the Republic of Bashkortostan. Awarded the badge "Excellent Health Worker of the Republic of Belarus". In 2007 and 2013 he became the winner of the Republican contest "The Best doctor of the Year" in the nomination "The best head of a medical organization". He is the chairman of the Bashkir branch of the Russian Society "Health Organization and Public Health".

Of the 7 teachers who carry out educational activities at the department, doctors of sciences – 3 people, candidates of sciences – 4 people. The settling down of the teaching staff is 100%.

Among the staff of the department are experienced teachers-an economist from UGATU, a lawyer from BASHGU, managers and specialists of the Department of Roszdravnadzor in the Republic of Belarus, the Territorial FOMS, the ITU FSUGB in the Republic of Belarus.

All teachers undergo advanced training in the specialty and on the basics of theory and technology of adult education, have certificates in the specialty "Health organization and public health".

The Department of Public Health and Healthcare Organization of IDPO sets itself tasks related to the professional development of managers of the Department of Healthcare and medical organizations, the compulsory medical Insurance Fund, insurance medical organizations in the field of management, economics and healthcare organization.

The main directions of the department's work in this aspect are:

- methodological support of the educational process with the development of business games, for brainstorming, imitation of the introduction of theoretical knowledge into practical activities;

- organization of thematic consultations;

- organization and holding of scientific and practical conferences and seminars on problems and prospects of development of health care and medical insurance in the republic;

- conducting joint research work, which is the basis for the development of methodological materials, draft programs, regulatory legal documents that ensure the further development and sustainable functioning of the healthcare system in key areas;

- development and implementation of targeted refresher courses, seminars, conferences for specialists with non-medical education (economists, lawyers, HR staff).

Field classes are held at medical bases demonstrating best practices in the field of management of healthcare institutions and provision of medical care to the population, marketing of medical services, introduction of new management information systems. Particular attention is paid to evaluating the effectiveness of medical institutions and ways to improve it.

Teachers are constantly working to improve the program and teaching methods. At the end of each cycle, round tables are held, as well as surveys of cadets, which allows us to identify existing problems in the system of training doctors in modern conditions, and to outline ways to further optimize the educational process.

The department annually makes adjustments to the plan of course activities, depending on the available requests for professional development of specialists.

For 5 years, the educational and production plan of the department has been overfulfilled.

For five years, 1,854 cadets, 6 residents in the specialty "Health organization and public health", 106 interns in the specialty "Nursing management" have been trained at the department.

The Department actively uses the capabilities of the BSMU Distance Learning Center. In accordance with the requirements of telecommunication pedagogy, test tasks and situational tasks have been developed, video materials have been prepared, scenarios of seminars and business games have been adapted.

Every year, from 4 to 16 cycles of advanced training of specialists were conducted through the Distance Learning Center of BSMU.

The department trains not only specialists from the Republic of Bashkortostan, but also from other regions of the Russian Federation: the Republic of Tatarstan (Kazan, Neb.Naberezhnye Chelny, Almetyevsk. Nizhnekamsk, Leninogorsk, Mendeleevsk, etc.), Orenburg Region, Khanty-Mansi Autonomous Okrug, Yamalo-Nenets Autonomous Okrug, Chechen Republic, Moscow and Rostov-on-Don.

48 people (17.1%) were trained from other regions in primary retraining courses, 4 people (1.4%) in general improvement cycles, 71 people (25.6%) in the "Control (examination) of the quality of medical care" cycle, 157 people (56.1%) in the "Examination of temporary disability" cycle.
