December 1, 2017 a round table on the subject: "Foreign students: current issues of migration policy of Russia" took place in the main building of Ufa State Oil Technical University with participation of Ishsarina Ramzila R., the Deputy of the State Duma of the Federal Assembly of the Russian Federation, member of State Duma Committee on civil society development issues, public and religious associations, and representatives of international departments of leading higher education institutions of Republic of Bashkortostan (USOTU, BSU, BSMU, BSAU, Akmulla M. BSPU, ULI of Ministry ofInternal Affairs of Russia).
At the meeting the participants discussed the legal issues of legislation improvement in the field of migration policy in relation to foreign students and, taking into account the practical experience of the participants of the roundtable in working with foreign students, suggestions were made on the most pressing issues of the visa regime. For example, when a foreign student has been dismissed from the University but he has a visa with significant tenure and the University, that gives warranty for his stay and is responsible for it, there is not any possibilities to obtain a transit visa to travel outside Russia; one more issue is registration of foreign students to the legal address of the University; the abolition of administrative expulsion for committing minor administrative offences; providing Universities with opportunities to notify the bodies of migration registration of foreign students arrival/departure using special means of communication (along with hotels, resorts, etc.); providing opportunities for foreign students, being in academic leave, to stay in Russia without reduction of length of stay; and a number of other legal aspects relating to the application of migration legislation of the Russian Federation.
Summing up the meeting all outlined problems and suggestions will be considered and reviewed by the State Duma Committee on civil society development issues, public and religious associations.
