Valinurov Rinat Gayanovich after graduating from the Bashkir State Medical University in 1976, began his career in the Republican Clinical Psychiatric Hospital of the Ministry of Health of the Republic of Bashkortostan. He worked his way up from psychiatrist to chief physician, in the position of chief physician he worked for 38 years. At the same time since 1996 he was the Chief Psychiatrist of the Ministry of Health of the Republic of Bashkortostan and since 2009 he has been the Chief Forensic Psychiatric Expert and Chief Psychiatrist of the Volga Federal District of the Ministry of Health of Russia, Chairman of the Bashkir Society of Psychiatrists. Member of the Presidium and Board of the Russian Society of Psychiatrists. Psychiatrist, forensic psychiatric expert and health care organizer of the highest qualification category. Since 2002 she has been the head of the course of psychiatry and narcology of the Institute of Additional Professional Education of BSMU, is a member of editorial boards of four Russian scientific journals. Since 2023 – Acting Head of the Department of Psychiatry, Narcology and Psychotherapy with Postgraduate courses.

During his career, for the first time in the USSR he opened specialized departments for compulsory treatment of mentally ill patients in 1989, in 1989 - a budgetary and self-financing gerontopsychiatric department, in 1995 in Bashkortostan - a department of alcoholic psychosis and a hostel for mentally ill patients who had lost social ties. In 2000 he opened the only rehabilitation department in Russia for servicemen who took part in hot spots (Afghanistan, Tajikistan, Yugoslavia, Chechnya, etc.). In 2001 he organized the Children's Center for Pathology of Speech and Higher Cortical Functions. In 2002, he opened a crisis department with a 24-hour helpline, and in 2003, he opened a genetic laboratory for determining hereditary disorders. - Genetic laboratory for determination of hereditary predisposition to psychiatric and psychosomatic diseases. Under the leadership of Valinurov R.G. modernization of the psychiatric service of the Republic of Bashkortostan was carried out, as a result of which the hospital became the best psychiatric hospital in Russia, and the service became the best psychiatric service of the Russian Federation, a school of advanced experience for psychiatrists of Russia.
