Uritsky Boris Leonidovich was born in 1950, graduated from the Bashkir State Medical Institute named after the XVth Anniversary of Komsomol in 1973.

After completing internship from 1974 to 1976, he worked as a district psychiatrist.

From 1976 to 1983 he headed the dispensary department of the Bashkir Republican Psychiatric Hospital. During these years he headed the out-of-hospital psychiatric service of the republic, carried out decentralization of psychiatric and narcological aid, participated in opening of psychiatric and narcological departments, offices and at the same time was engaged in research work, devoted to search of possibilities of optimization of treatment of psychiatric patients, expansion of volume and increase of efficiency of therapy. The results of the work were formalized in the form of a PhD thesis, defended in the Moscow Research Institute of Psychiatry of the RSFSR Ministry of Health in 1986. The accumulated experience in carrying out successive stage-by-stage treatment of patients in rural areas was reflected in the methodical recommendations of the RSFSR Ministry of Health "Out-of-hospital treatment of mentally ill patients in rural areas" of 1988. Since 1983 he has been teaching at the Department of Psychiatry and Narcology, since 1993 as an associate professor, in 1994 he was awarded the academic title of associate professor.

He is the Honored Doctor of the Republic of Bashkortostan, has 120 printed works. Head of the Department of Psychiatry and Narcology, chairman of the cyclic methodical commission of psychoneurological disciplines, member of the Coordinating Scientific and Methodical Council of BSMU.
